Just Ask appointed as top-scoring supplier on Fusion21’s £85 million Grounds Maintenance Framework

Four-year framework provides more than 1,000 public sector organisations with a compliant route to high-quality grounds maintenance services across the UK.

Just Ask, the specialist delivery unit within Bidvest Noonan providing social housing-focused FM services across the UK and Ireland, has been appointed to Fusion21’s £85 million UK-wide Grounds Maintenance Framework as the top-scoring supplier across every assessment criterion.

Fusion21 is a UK-based national social enterprise specialising in public sector procurement. Its four-year framework, running from June 2026 to June 2030, is the first to be awarded under the Procurement Act 2023, providing more than 1,000 public sector organisations with a compliant route to procuring grounds maintenance services, landscaping and outdoor environment services.

Supporting over 1,000 members, Fusion21 uses its frameworks to deliver cost savings, improve efficiency and create measurable social value through employment and environmental initiatives. The Grounds Maintenance Framework enables housing providers, local authorities, NHS organisations, education institutions and emergency services to procure trusted grounds maintenance suppliers quickly and compliantly.

Supporting social housing and public sector estates

Social housing customers stand to benefit in particular, as the framework enables members to access efficient service delivery and flexible procurement routes while creating wider benefits for local communities. Through the framework, Fusion21 members can appoint Just Ask directly to maintain estates, communal gardens and outdoor spaces used by residents every day.

Sustainability and innovation at the core

Sustainability sits at the heart of how Just Ask will deliver grounds maintenance services through the framework. Every grounds maintenance contract is an opportunity to give something back to the environment and the communities it serves.

For every £500,000 of contract value awarded, Just Ask will plant 250 native saplings, complete with guards, working hand in hand with Fusion21 members to identify the right sites, land and species for each location.

Members will also benefit from Just Ask’s innovative approach, including Carbon Neutral Grounds Maintenance Teams operating from electric vans with fully electric equipment charged using renewable energy sources wherever possible.

Regional reactive teams will also support seasonal fluctuations in workload, helping to ensure consistently high-quality service delivery throughout the year.

Highest score across every assessment category

Suppliers underwent a competitive open tender process assessing quality, technical capability, commercial competitiveness, compliance and risk, social value, and sustainability. Only suppliers meeting the required standards across every area were appointed to the framework.

Just Ask secured the highest score in every category, reflecting the depth of its experience and the quality of its work delivering grounds maintenance services across complex, multi-site public sector estates.

For Fusion21 members, the framework removes much of the time, cost and administrative burden associated with running individual procurement exercises. Members gain access to pre-qualified suppliers, flexible short-term bridging options, and built-in social and environmental value, with the confidence that compliance has already been assessed at the point of award.
